Tematyka oraz priorytety IJREL odzwierciedlają główne zasady leżące u podstaw modernizacji edukacji oraz reformy systemów edukacyjnych w krajach europejskich, jak również w narodowych strategiach rozwoju na XXI wiek. Jednym z kluczowych celów edukacyjnych Unii Europejskiej jest zapewnienie wszystkim równych szans w dostępie do wiedzy i możliwości uczenia się, bez względu na wiek, możliwości finansowe, sprawność fizyczną oraz miejsce zamieszkania. Z tego powodu nauczaniu na odległość przyznano status priorytetowy. Nauczanie na odległość, jeżeli byłoby wprowadzone na szeroką skalę, mogłoby istotnie przyczynić się do osiągnięcia celów edukacyjnych w krajach członkowskich UE.
Idea powołania czasopisma IJREL zrodziła się na Wydziale Etnologii (z 2019 - Sztuki) i Nauk o Edukacji Uniwersytetu Śląskiego w Katowicach w Polsce. Wydział ten oraz inne wydziały Uniwersytetu Śląskiego mają szerokie doświadczenie we wprowadzaniu uczenia się na odległość. O powołaniu czasopisma zadecydowały takie czynniki, jak: Platforma Nauczania na Odległość funkcjonująca na Wydziale Etnologii (z 2019 - Sztuki) i Nauk o Edukacji Uniwersytetu Śląskiego w Katowicach; cykliczna, międzynarodowa konferencja pt.: Teoretyczne i Praktyczne Aspekty Nauczania na Odległość (www.dlcc.us.edu.pl) ; realizacja międzynarodowego projektu IRNet (Międzynarodowa sieć badawcza na rzecz analizy i rozwoju nowych narzędzi i metod dla zaawansowanych nauk pedagogicznych w zakresie technologii informacyjno-komunikacyjnych, nauczania na odległość oraz kompetencji interkulturowych; www.irnet.us.edu.pl) .
Autorzy artykułów publikowanych w IJREL pochodzą z Europy Zachodniej, Centralnej i Wschodniej, Azji oraz z Australii.

In parallel, we have also submitted the journal for evaluation by the Committee on Pedagogical Sciences of the Polish Academy of Sciences (KNP PAN) as part of the ongoing national evaluation process and the development of the new ranking list of scholarly journals in Poland.
Currently, IJREL is awarded 70 points in the Polish Ministry of Science and Higher Education journal ranking and is indexed in ERIH PLUS, DOAJ, EBSCO, MIAR, Index Copernicus, and more than ten additional international indexing databases.
