Court notes in Michał Römer’s journals (Royal-Polish Peace Court in Kolno 1917—1918)

Abstract

From 2017 onwards “Karta” centre has been publishing a six-volume series of Michał Römer’s Dzienniki, journals, covering the period from the end of the partitions of Poland to the years of World War II. The third volume, published in 2018, covers the years 1916—1919 and contains notes on the work of Römer in the Polish judiciary from 1917, i.e. the establishment of royal-Polish courts. The article presents Römer as a justice of the peace in Kolno from September 1917 to November 1918. It presents in the introduction a short biographical outline of the author, then characterises the royal-Polish judiciary in the area of the Governorate-General of Warsaw and the judiciary in the Łomża district. Römer’s comments and judgments pass through the whole deliberations, and — especially in the third part of the text — his significant and profound reflections on both the judicial work in Kolno and the profession of judge have been exposed. Römer treated his duties as a mission and carried them out with integrity and good service to the local community. His general comments on the duties of judges are still valid and testify to his insight into the essence of the profession.
