The role of qualifications and competences in initial and further education*

Jaroslav Veteška

Abstract

The new concept of lifelong learning based on the acquisition and development of key competencies proves to be an important trend in the Czech educational reform and a milestone in postgraduate study programs as well as in the process of shaping the European Qualifications Framework. The article presents the model currently dominant in the Czech Republic and throughout the European Union, which is based on education and competency development. This model has formed the foundation of large-scale educational reforms and continues to exert a significant influence on all participants in the educational process. The article presents data collected during research conducted in 2011. This research not only confirms the need for lifelong learning and skills development by employees but, above all, highlights the necessity on the part of organizations to anticipate various economic phenomena and to maintain greater flexibility in the face of changing economic conditions. In this context, the education model based on the development of key competencies is optimal, as it enables individuals to achieve success in a globalized society influenced by both social and economic changes as well as the dynamic development of technology.
