Der Autor schreibt in seinem Artikel über die Beschlüsse der I. Diözesansynode die in Rom gedruckt wurden (Rzym-Katowice 1970). Das Buch trägt den Titel: „Wiara, modlitwa i życie w Kościele Katowickim” (Glaube, Gebet und Leben in der Kirche von Katowice). Der erste Teil des Buches umfasst 4 Kapitel und ist dem Glauben und seiner Verkündigung, der Katechisation und den Mass-Media gewidmet. Der II Teil beschäftigt sich mit der Liturgie, der dritte (17 Kapitel) behandelt pastorale Grundthemen-Lebensbereiche wie: Priester-und Ordensberufe, Ehe und Familie, Kranke und Behinderte, Freizeit u.a. Nach einer Allgemeinen Besprechung des Buches folgt die Charakteristik sämtlicher pastoraler Texte. Alle sind authentisch: sie wollen nichts verbergen, sie weisen auch auf viele schmerzliche Tatbestände, angesichts der ekumenischenchen Fragen, denen gegenüber die Synode grosse Offenheit aufweist.
Weiter bespricht der Autor die rechtlich-kanonistischen Probleme dieser Synode. An erster Stelle ist es das Personenrecht. Die Beschlüsse sprechen vom Bischof als dem eigentlichen Seelsorger (weniger von dem,der „regiert” vgl. Kan. 329 § 1), dann vom Erzpriester, Pfarrer und Kooperator, vom Ordensklernus und von den Angehörigen der weiblichen Ordensgenossenschaften, die vielfach in der Seelsorge beschäftigt sind. Ferner werden andere Beschlüsse der Synode besprochen, wobei Bischof Wójcik vom Standpunkt des CIC – u.a. von dem dort enthaltenen Sachenrecht ausgeht.
So wendet er seine Aufmerksamkeit verschiedenen Partikularnormen zu, die anlässlich der Sakramenten — und Sakramentalienspendung sowie der Gnadenorte usw. erlassen worden sind.
Es scheint, so schliesst der Autor, dass die Synode in ihren Beschlüssen alle Möglichkeiten, die das allgemeine Recht bietet, erschöpft hat. Fast alle Beschlüsse sind praeter legem universalem und iuxta legem gefasst. Bei flüchtiger Lektüre könnte man auch einige Beschlüsse contra legem erblicken; nach eingehender Prüfung erscheinen sie jedoch als neue pastorale Initiativen, die vielfach auf die Zukunft ausgerichtet sind. Man kann hier von einem neuen „Pastoralrecht” sprechen.
