Abstract

When it comes to public health, the issue of environmental health is worth clarifying and analysing more extensively, which may be of interest to lawyers. At the same time, in respect of public law, which may be of interest to the representatives of fields of sciences other than law, it is necessary to define terms in the sphere of legal protection of environmental elements. Such an analysis will lead us indisputably to the idea of health environmental law, which createslegal instruments for the implementation of environm ental health demands. The text’s first part introduces the concept and evolution of public health as well as the idea of new public health that emerges from it. The second part focuses on indicating the place in public health which is
occupied by the environmental strands that form the concept of environmental health and on presenting its characteristics. The third and final part presents the conception of health environmental law as a research area at the borderline between environmental law, as defined in this part, and environmental health, as defined earlier. The whole ends with conclusionsde lege lata and postulates de lege ferenda. The work is based on national and foreign literature on public health, environmental law and environmental management. Graduated from high school twice, the first in the USA (1999), the second in VI LO in Gdynia (2000). He studied at the University of Gdańsk, where he obtained a master's degree in management (2005) on the basis of the thesis "Assessment of the quality of government administration services in the Pomeranian Voivodeship" and a master's degree in law (2006) on the basis of the thesis "Legal instruments of environmental management". At the Faculty of Law and Administration, University of Gdańsk, he obtained his doctoral degree (2011) on the basis of his dissertation "Environmental management as an instrument of environmental law". On the basis of his scientific output and the book "Sanitary law in the system of legal protection of the environment in Poland", he obtained the degree of Doctor of Social Sciences in the discipline of law (2020).

He is the author of over a hundred publications on local government law, public economic law, environmental law, administrative law and public management law and a reviewer for prestigious law journals published by universities in Toruń, Olsztyn, Katowice, Kraków and Lublin. He has promoted more than 400 master's degrees in law and bachelor's degrees in administration. Since 2016 employed at Kazimierz Wielki University in Bydgoszcz.

He has lectured at universities in Skopje, Grenada, Cordoba, Riga, Tomsk and Kiev. Kiev International University awarded him the title of professor at this university. Outside the sphere of science, he has always been active in practice. He held clerical positions, including directorships, e.g. at the Pomeranian Voivodship Office, the Ministry of Construction, the State Sanitary Inspectorate. In addition to government administration, he has cooperated with local authorities, e.g. as an advisor to the Mayor of Władysławowo and as a member of the district safety commission. He also has experience in the economic sphere, having worked on the PPP contract for the construction of the A-1 motorway, in construction and municipal companies, where he was President of the Board and Chairman of the Supervisory Boards.

Currently, he is the chairman of the Regional Environmental Impact Assessment Committee at the Regional Environmental Protection Directorate in Gdańsk, the State District Sanitary Inspector in Nowy Dwór Gdański and vice-chairman of the supervisory board of one of the hospitals.
