The subject of consideration of this article is the state's obligation to ensure social security for citizens, in particular the most vulnerable and needy, without overburdening the rest of society. It is creating equal opportunities for all, without being divided into "privileged" or "discriminated" groups. Shaping the social policy of the state takes place through corrective actions, including on introducing changes in legal regulations. The presented solutions in the article reinforce the belief that changes carried out in a substantively correct manner, taking into account social justice, will allow achieving the assumed effects.

The author analyses the structure of the policy aimed at preventing domestic violence in Poland from the perspective of the historical development of public policies of domestic violence prevention in Poland and the sources of and causes for particular solutions. Especially close attention is paid to the aetiology of roadening the protection guaranteed by human rights, which both in the world and Europe was extended from public space onto the private sphere of individual persons. Moreover, what is discussed is the process of building social (civil) framework of the most important institutions related to the prevention of domestic violence in Poland. The author presents the manner of establishing and implementing elements creating the system of violence prevention at the state level. He utilises classical methods of analysis, known in the field of public policies study.

In this article, on the basis of analysed research material, an attempt is made to confront within the realm of political science the problematics of system and structure of a political party, using as an example the Alliance of Democrats, with Giovanni Sartori’s theory of democracy. As a consequence of the said research framework, it must be acknowledged that the transformation of political party system in Poland was influenced by ideological discourse (also coming from academia) regarding liberal democracy. Additionally, when the Polish party system began to form after the events of 1989, the parties’ representatives referred to democracy and the process of democratization in an idealistic and idealized manner. This approach has become a source of extensive normative solutions and behavioural patterns (at the level of economy, politics, and society), often hardly feasible in Polish political practice. In this context, the presence of the Alliance of Democrats in the Polish party system has become an element of the identity of Poland’s party/political system understood in this way, based on the rule of continuity and change, of a functional and dysfunctional nature.

Neutrality in Moldova is treated by the state authorities as a strategy that could guarantee survival in the international environment. Despite being referred to even in the country’s constitution, Moldova’s neutrality is a state not recognized by the international community, which is mostly due to an inconsistent foreign policy. Under such circumstances, Moldova is torn between two strategies: the betterment of the relationship with Russia, or tightening the cooperation with the West. Both strategies are problematic, yet they seem more adequate than the strategy of inconsistent neutrality pursued thus far.

The article concerns the activity of local self-governments in the area of persuasive communication. What it aims at is determining the legitimacy and compliance of the actions taken with the applicable regulations and also at indicating the conditions that should be met by public administration advertising policy. The characteristics of promotional schemes implemented directly by municipalities and communes as well as through external broadcasters, including mass media, was presented. Furthermore, the article presents and discusses the results of empirical research on advertising techniques and tools available to local selfgovernment units, their social outreach and the amount of budgetary expenditure allocated for promotion.
