2. Substantive correctness (the level of presentation of problem; fixed in the paper goals appropriate and relevant to the subject of the work; the theoretical basis and issues of the problem describe clearly)
3. Originality of the problem (subject of the work innovative and is based on original, novelty research; the anticipated attention by the scientific communit)
